Description
This solution is part of the Beyond INERTia Strategy: circular supply chain for CDW. In Italy, the current QUARRY TAX is among the lowest in Europe. Increasing the tax on quarries is difficult but would be an effective solution for the circularization of the CDW chain. However, the producers of quarry materials are a powerful lobby in Italy and in fact taxes are very low on concessions in Campania, and even absent in some Italian regions. This allows natural building materials to be very competitive on the market compared to recycled aggregates. The latter cost less, but are not equated to the natural ones, although similar in performance.
Objective
The objective of increasing taxation on quarries is to increase the cost of natural materials. In addition to the precious materials, sand and crushed stone make up 39.6% (ISPRA, 2014) of the total extracted materials. The increase in cost should favour the market for recycled aggregates.
